ICQ Banner Remover for ICQ 7.2.3129 removes the banner from the bottom of the interface in ICQ, the once popular IM client. 

Once you’ve selected your tweaks, click the Start button and ICQ Banner Remover will promptly apply them. If you had ICQ running, you’ll need to restart it for changes to take effect. If not, simply run ICQ and all changes will have been applied.
